1/2 cup butter softened
1/2 cup sugar
1 tsp baking powder
1 1/2 cup all purpose flour
1/2 tsp salt
1/2 cup milk
1/2 cup raisins
1 cup packed brown sugar
2 cup cold water

Preheat oven to 350°F.
In a mixing bowl, cream butter and sugar.
Combine flour, baking powder, and salt; add to creamed mixture.
Add milk and stir until smooth.
Stir in raisins.
Spread in a greased 8 inch square baking pan.
Combine brown sugar and cold water; pour over batter.
Bake at 350°F for 40 minutes or until golden brown.
Serve warm.
